Light Yagami, the 18-year-old top student in Japan, was arrested for being Kira on the cold night of November 5th, 2007. L knew plenty about manipulating public perception of events, both for the common good and for his own purposes. Getting control of the story would be key, as with anything involving the masses. He was justice in their eyes.

You were wrong to read Death Note as Light Yagami’s story. It was Ryuk’s.
Plot-heavy, dark and extremely violent Ryght.
Turns out Ryuk bald-faced lied about having not chosen Light to use the Death Note. That's probably the least frightening thing the shinigami had been dishonest with him about. Subjected to eternal torment only partly disguised as pleasure, the incredible strength of Light Yagami's personality, humanity, and convictions waver as the least-deserving God between them gobbles up all his time having locked him into a nonconsensual partnership.

Light has just (smugly) caught a dying L in his arms, when Light's suddenly snatched up by an impressed Shinigami King. Light's not sure what he can do against the blindingly frightful, pain-causing creature... but the more he gives in, the more he enjoys it.
And apparently the King approves of Light's attempts to scare Sidoh, so Light gets some small outlets from his hapless situation...
