Most of the citizens moved across the eastern ocean to New Hyrule, but a few communities still scrape a living on the old continent. The government of United Hyrule employs some of those who wouldn't or couldn't cross the sea to keep an eye on the Wasteland, which isn't quite as uninhabited as it seems.

“What… happened here?” Sky thought aloud, his eyebrows creased.
“We should keep moving. We don’t know what’s out here.” Time was frowning, but he turned away from the group and back to the field in front of them.
It felt like the land stretched on forever. The grass was the softest Legend had ever touched, and the trees the greenest he’d ever seen, but no matter how much he bullied Warriors or listened to Wind talk everyone’s ears off, that strange empty silence overshadowed.

Summary
Hylia is seen as this wonderful kind goddess who would never do anything evil.
But this is reality and not a kind universe, where she truly only cares about two things, curing her endless boredom and playing her games, yet there are very few beings who are aware of the goddess's true nature, especially considering not even the great Deku tree remembers the truth.
Being an ancient god of death Malanya has always been fully aware of Hylia's true nature ever since their first meeting, so for the sake of his naive sisters and the safety of his defenseless eldritch children, the horse god cannot afford to be kind any longer nor can he forget the truth no matter how many times Hylia tries to erase his memories.
The newly arrived chain of past heroes are not aware of Hylia's games nor her interferences in their lives, hopefully, the group learns quickly that in this era of forests and malice that this Hyrule has very little to hide as hiding the truth always leads to death here.
Malanya grimly wonders what game Hylia is playing now or how her game is going to affect the two children under his care and protection.
