Summary
There were very few sounds that were surprising in the Wasteland. After almost 200 years of going from settlement to settlement across the country, Cooper Howard had grown accustomed to most normally off putting noises that became commonplace - screaming, wailing, gunfire, you name it. What he didn't expect, however, was the smooth, melodic tones of Bing Crosby accompanying the normal screams and gunfire that Filly was known for.
Cooper was no stranger to the few radio stations that the Wasteland had to offer, but the music there was hardly comparable to what it once was. This, however, was a perfect audio recording, and someone with a voice fit for showtime tunes was singing along merrily over the screaming and gunshots.

50 years before Lucy, you hire Cooper to provide you safe passage from Filly, Los Angeles, to Little Rock, Arkansas. The payment? Pre-war American music, the voice of an angel, and, if you play your cards right, some ghoul dick.

After taking down Henry and impeding Vault-Tec's HQ in New Vegas, Cooper and Lucy rescue Janey from Vault 31. Lucy finds a familiar face in a cryo tube bearing her father's name: Norm, who should be home in Vault 33, not frozen and lifeless in Vault-Tec's secret executive vault.
It's not like Lucy can just leave him there. Obviously, a second rescue is in order.

“Looks like it’s hot off the fire,” Cooper remarks, dumbfounded.
And it turns out, of course, that he should've kept his fucking mouth shut. The moment his voice slices through the silence, a pair of goddamn turrets pop out of the earth on either side of the door like angry flowers. They are dustier than the vault door, but they lock onto the Ghoul and his companions as quickly as a brand-new set would, dual barrels swiveling at an alarming speed. The fact that they don't fire is a miracle, because even his well-established reflexes never would've outpaced the turrets.
The Ghoul jerks to a stop, exhaling harshly at the tail end of his sigh. Of fucking course.

Summary
Lucy finds herself at a beach resort, following a lead as she pursues her recently kidnapped father. The world outside the Vault-Tec community in which she was raised is foreign to her, but she is determined to find answers. What she discovers is Cooper Howard, a washed up and blacklisted actor, working as a performer and searching for much the same as she. He is far from the actor she grew up admiring, and her attraction has hardly faded, but despite his disillusioned attitude, Cooper is the only person who can give her the information she needs.
