Summary
Hero disciplinarians have been a thing for as long as pro heroes. It is a stressful job with civilian lives on the line, so they need someone there to keep them in line. All hero agencies are required to employ at least three disciplinarians.
UA offers their own set of classes to train these disciplinarians. Each student in the Discipline Course is assigned to a member of the hero course, who will be their partner for all three years they are both at the school.
It is common for the disciplinarian and their assigned hero student to become good friends, and then work together at the same agency.

"What's this?" he asked calmly. He had no intention to scold the woman for the bruise. He was sure the boy probably brought it on himself and his uncle simply lost his temper and gripped him a bit too hard. He was not going to make a fuss about it, no real harm was done, after all. But nevertheless, he wanted to show Petunia, that he was not going to be manipulated by her clumsy attempts in hiding the evidence.
"He fell," she snapped.
An obvious lie. Severus raised an eyebrow as if to say 'Really woman? That's the best you came up with?'
