Summary
Two years ago the world went to war for the first time since quirks came into existence. Countries who have come to rely on quirks and their heroes have forgotten what it means to have soldiers. Fearful of using their heroes or those with powerful quirks, the governemnts chose another route. Those with weak quirks or were quirkless from the age of 13 to 28 were chosen to become soldiers.
Izuku Midoriya returns to Musutafu broken and with a fractured mind. He finds out that his mother committed suicide within a year of his enlistment and he's now homeless. Unwilling to go into the foster system, Izuku goes to the beach where he makes a home for himself and the dog he brought back with him. Hating the system that sent him to war, Izuku seeks to help those who are ignored by society and becomes a vigilante. Then when the time comes he is allowed to attend UA ad the agreement stands for those who survived the war.
Naomasa was unsure of what to make of the new vigilante when they appeared. Not much is known about them. The only ones who have seen him are victims that he rescued. They all give the same description. They call him the Ghost.

Summary
After Jason Todd died, Dick Grayson disappeared from the eyes of the public. It takes six months for the hero community to realize. By the time they do, he's gone, disappeared into the shadows. Within weeks of his dissappearance, villains notice that their favorite (tolerated) vigilante is gone. But they don't have any better luck at finding him. No matter where they look he's gone.
Almost a decade later, a contract goes out. A former agent with the CIA has a price on his head. The bounty is higher to bring him in alive but dead is acceptable. All of the usual suspects, and a few unusuals, take the contract. Deadshot, Cheshire, Sportsmaster, Deathstroke, and others all begin hunting the man known as Delta, the most elusive ghost of the Medusa Program. They know his code name and very little else.
Deathstroke aka Slade Wilson, comes across him by chance in Spain. Only to meet a familiar face if colder for what he's done.

Summary
Years before he was a SHIELD Agent, Clint used to be a member of Medusa, a Black Ops Program created by the CIA. Not just any member but Delta One. Arguably the most dangerous member to come out of Medusa and never quits sane afterwards. He hid it well but there was always that fractured part of his mind that when push came to shove was there, ready to kill. Well Alexander Conklin makes a call to bring Clint back in but not in Medusa instead into the Treadstone 71st program to kill Carlos the Jackal.
In bringing Clint back into the fold Clint finds out the Jackal is hunting his brother. So it's a race against time and his team to find Barney before the Jackal does. And in failing that. Killing the Jackal. His mind already fractured from Medusa and Loki's actions this might be the final push of his sanity.
Coulson freshly out of the hospital and physical therapy now is in a race against time. Find Barton before he gets himself killed.

After Jason Todd's death something in Dick broke and he had a fight with Bruce. He wanted to kill the Joker for what he'd done to his little brother. He wouldn't let Bruce's rule get in his way any longer. Bruce refused to let him do so. He didn't even seem to grieve. It was as if Jason was just another casualty in their line of work. Dick leaves and is picked up by David Abbott, known as the Monk of the CIA. He wants to recruit Dick into his new project Medusa, a black ops assassination program. Then later Treadstone, it will make him into something darker. Heroes didn't kill. He was no longer a hero.
Years after the disappearance of the first Robin, Slade hears of a rumor that sends a chill down his spine. The US government had started up the medical experiments that created the serum he took. A project they were calling Treadstone 71. Slade would not allow for such a serum to hit the markets. Because it would no matter what anyone else said. Someone beats him to it but he is able to find a few files where he learns the identity of a person he once knew as Robin. And there was an order put out on him. Capture or neutralize.
