Summary
David Repp, a "conduit" human with superhuman abilities running from his crimes, his failures, and the rejection of his home country, takes to Japan where a different type of superhuman dominates the population. He hides amongst the quirked heroes, continuing his vigilante path for the good of all humans, though he struggles with his selfishness amidst the political dissent he witnesses among the people. The quirked versus the powerless was an argument he saw the latter side losing ground on more and more each day, and despite his own powers, David is realizing he must choose a side to fight for. A hero highschool is overshadowing the relentless discrimination with their war for peace amongst the quirked and the powerless, and his own mistakes have tracked him across the globe. He comes to the conclusion there are four sides he must choose from: Conduits, quirks, the powerless, or his own.

Summary
Delsin was brought in to aid in an investigation involving over a hundred missing conduits. The disappearances had been uncovered over the four years spent emptying Curdun Cay, and had culminated in the discovery of a hidden facility in France overseen by one Colette Dubois, formerly a scientist working for the DUP.
Though they'd managed to arrest Dr. Dubois and freed the conduits still alive inside, she'd escaped custody only a month after her arrest. A video came days later, hinting at a second facility.
