Summary
Nancy Wheeler is following all of the steps on the path to a happy life for an ambitious woman of the late 80s, with what she hopes is just enough deviation from the norm to keep her from feeling suffocated. She can see that life with Jonathan - a perfectly balanced domestic bliss that won't condemn either of them to the fate of their respective parents.
Their move to New York City is one of those steps. She will build a meaningful career, follow her passions, and save up enough money for a condo on the West end where she can ride the subway to the theatre with Jonathan on a Saturday evening in a black cocktail dress.

Though that only came about because of fortunate circumstances, she easily could have become just as dangerous or "Evil" as any raider out there if not worse. But she avoids that nonsense simply by sticking to her list of "Okay" people to kill. Outcasts, Raiders, Slavers, Ferals, Mutants, Assholes.
Of course, there are some moments where that list is breached, but who's keeping track? Catherine isn't.
