Phil earned respect, not fear. People were loyal not because of threats, but because he treated them well. The Angel was good to his flock, and his kindness was paid back tenfold
Part of this was his ‘open door’ policy. Quite simply if anyone had a problem they could always go to Phil
It was used a lot more than Phil expected, but he didn’t mind. It was one of the more enjoyable parts of his job. He liked to hear about his employees, and help them when he could. Often people came to him to just rant. Sometimes they came with a small problem he actually could help with
The most notable time his policy was used was when one of his villains, a girl who could control plants, came into his office completely delirious. She ranted for thirty whole minutes about how cruelly Venus fly traps were treated. Phil quickly ushered her to his clinic. It later turned out that she merely took a NyQuil PM
But yes, Rosebud accidentally becoming high on nyquil was currently the most memorable use of the policy
At least, until tonight. When Tubbo came into Phils office, a serious expression on his young face and blood stains on his clothes
OR-Tubbo rescues Tommy and brings him to the one person he can trust

“So we’re hitting the casino?” Tubbo said, mouth full of cookie. “Fuck, too hot.”
“The casino isn’t where the money is,” Technoblade cut in. “The casino bankrolls the research arm, which is so valuable at this point that their security is probably better than the casino.”
“What we’re going after specifically is their latest development, a toy for the super-rich.” The display screens switched to show off a small gold figurine set with emeralds. “They market it as a ‘Totem of Undying’, and it’s the best medical assistance money can buy.”

To where he could hear the cries of Ranboo as they couldn’t do anything but listen as Tubbo held him back because they were injured and hurt and it was all Tommy’s fault. The King looked behind him, eyes hardening and talons twitching in annoyance. Tommy couldn’t care less. He was tired of running, tired of watching his friends risk their lives by fighting to stay with him.

Niki laughed a little incredulously. “That might not—happen? I’m pretty happy with my life as it is, actually.”
Ranboo’s mom grinned, the corners of her green eyes crinkling. “Sounds good to me,” she said. “You can go on dates when Niki does.”
“Great,” Ranboo said. They laced their fingers behind their back. “Fantastic. I think this is a great plan that will not have me die lonely and alone.”
OR: Ranboo isn't allowed to date until his sister does. Which is bad news for his future romantic prospects. Fortunately, he has a plan to fix this.
